The Florida Diagnostic and Learning Resources System (FDLRS) is a statewide network of support for families, educators, and school districts, working together to help every child with a disability reach their full potential.
Funded through the Individuals with Disabilities Education Act (IDEA), FDLRS is a project of the Florida Department of Education’s Bureau of Exceptional Education and Student Services (BEESS). Our work supports Florida’s Strategic Plan goals of:

Through a network of Associate Centers across the state, FDLRS offers high-quality services, training, and resources to families and school personnel in every Florida school district. Whether you’re a parent seeking support, a teacher looking for professional learning, or a district leader supporting Exceptional Student Education (ESE) programs , FDLRS is here to help.
Our Four Core Functions
FDLRS Associate Centers focus on four key service areas designed to support children, families, and educators from birth through postsecondary opportunities.
Child Find
We believe every child deserves the chance to grow and thrive. FDLRS Child Find Specialists work with school districts to identify young children (thirty-four months through age five) who may need extra support with learning, development, or behavior. We offer free developmental screenings, no insurance needed, and help connect families with early intervention services, training, and guidance tailored to each child’s needs.
Parent & Family Services
FDLRS is here for families from the very beginning. Our Parent & Family Services Specialists offer trusted information, training, and ongoing support to empower parents as active partners in their child’s education. We help create family-friendly programs and build strong school-family partnerships that support student success at home, in school, and in the community.
Human Resource Development (HRD)
FDLRS supports educators and school staff through meaningful professional learning. Our HRD Specialists collaborate with school districts, agencies, and other stakeholders to deliver evidence-based professional learning in areas such as classroom behavior management, explicit teaching practices, Universal Design for Learning (UDL), postsecondary outcomes and more. These efforts help ensure every student has access to high-quality instruction tailored to their needs.
Technology
Technology opens doors for students with disabilities, and FDLRS helps make that happen. Our Technology Specialists assist educators, families, and districts in choosing and using instructional and assistive technology, Accessible Educational Materials (AEM), and virtual instruction. We also support the integration of Universal Design for Learning (UDL) and collaborate with regional and district technology teams to bring innovative solutions to classrooms across Florida.
Professional Learning That Makes a Difference
FDLRS also supports the BEESS Portal to Professional Learning Alternatives (PLA), a collection of online courses designed to help Florida educators build skills in exceptional student education. These free, accessible courses align with Florida’s professional learning goals to support teaching and student outcomes.
